The page special:import is not enabled in malagasy wikipedia, please vould you enable this page to allow us to import pages into this wiki ?

I forgot to say you : is it also possible to enable special:import on mg.wiktionary.org ?

Are you a sysop? Only sysops can use Special:Import. An "importer" group with import rights can be created if there's a community consensus for it.

I'm a staff member and when I go to Special:Import I see the import form just fine (although the text on the form is in French). Do you see this form?

No, I don't see the form. When I go on to special:import, I just see : "Aucune source d’importation inter-wiki n’a été définie et les téléversements directs d’historiques sont désactivés". (in english : "No transwiki import sources have been defined and direct history uploads are disabled."). I'm not a staff member, but if I go on the page, the wiki doesn't say "permission error" or "unauthorized".

This is very weird. When I go to the import page for the first time, I get a permissions error, but when I refresh the page, I get the import form. I'm a staff member and therefore have import rights on all public WMF wikis.

Refreshed or not refreshed, I always have the same message. "No transwiki import
sources have been defined and direct history uploads are disabled."

Can I send you a screenshot to show you what do the wiki shows when I go to the special import ? , If yes, you may open the mail (there's no virus), but if you don't want to open it because of virus risk, the message is always « Aucune
source d’importation inter-wiki n’a été définie et les téléversements
directs d’historiques sont désactivés ». (in english : ).

I think importation function is disabled for administrators ..

That doesn't explain why I first get a permissions error page, but get the import form just fine when I refresh.

It may be a bug of the wikisoftware. Maybe wikipedia has lost information about your session (if that happens nearly always). That (the «refresh-and-get») doesn't happen when I try to access at the import page ; I confess it is very very weird. 

I'm also blocked by the policies of the wikimedia foundation, which refuses me the status of importer on mgwiki see : [http://meta.wikimedia.org/w/index.php?title=Steward_requests/Permissions&oldid=1787915#Import-rights_on_mg.wikis this page]... Maybe you should ask stewards to do it for me ? If it's not possible or the problem is away, and if importer rights are not applied to admins yet, Situation is desperated....

All sysops always has access to transwiki-import (import), while staff, stewards and the local import-group has access to "importupload" to upload from a XML-file. The best way to handle this is to define transwiki-sources (i.e. predefined wikis to import from, like en.wikipedia, mg.wikiquote, mg.wikisource, etc.), but that requires the wiki to define the transwiki sources.

Now, I have access to the import page, which was not the case before ... Thank you for having solved this little problem on Wikipedia.
For cons, the problem still exists on wiktionary ... and the message is exactly the same as the one I found on wikipedia a month ago, what is wrong on the wiki?

Not for now. It has been solved by defining import sources.
