To facilitate testing of changes to the Commons upload form, please add Commons as an import source. The form at Commons transcludes many strings that are easier to import through Special:Import with the option "Include all templates" (hopefully). Currently the only available import source is "en:".

This is likely to require the following changes:
*1. in the interwiki table for test: for iw_prefix=commons: set iw_local=1 and iw_trans=1
*2. add the import source to the localsettings for test.wikipedia.org ($wgImportSources)
