I've got [Edit↑] [History↑] [Delete↑] in the interface, but I haven't created the page yet. History and Delete shouldn't be there, edit should be "create."

You create the header automatically when posting the first thread on a discussion page. It's done like that so that links appear blue instead of red.

It used to be done that the history/edit/delete tabs were not shown for empty headers, but it was removed because sometimes the headers have history. Perhaps this could be reinstituted, but only for headers with no history.

It looks like the interface now uses "[Add header]" (with a red link) if the header doesn't exist, which is what I think this bug was about. Not sure how that makes it WONTFIX, but whatever.
