Per above link, the local community agreed to create Edit filter managers (in Arabic "معدلو مرشح الإساءة") group on Arabic Wikipedia, similar to the group on English Wikipedia [http://en.wikipedia.org/w/index.php?title=Special:ListUsers&group=abusefilter]. 
Adding or removing from the Editfilter group is to be accessable to local bureaucrats.

Well, the 'abusefilter' group is used by default by http://www.mediawiki.org/wiki/Extension:AbuseFilter .

For the time being Only Admins can edit 'abusefilter' but no specific group for 'abusefilter managers' is avaliable on Arabic Wikipedia. You may check http://ar.wikipedia.org/wiki/خاص:عرض_صلاحيات_المجموعات to verify (sorry it is in Arabic).

For clarity: you want members of this new group to be able to add and remove the 'abusefilter' right?

Members of this group shall be able to create, delete, and edit filters in 'abusefilter'.

Note that sysops no longer have the abusefilter-modify right, just like on enwiki.

Please make the right addable and removable by sysops not bureaucrats (like English Wikipedia). arwiki has only 4 bureaucrats who are mostly inactive and it doesn't make sense to have to wait for a bureaucrat to set such a minimal right.
