What you expected works on the latest version. Or if I am wrong, please tell more clearly about your expectation.

The request is for a way to display new pages that are in a given category, I'm not aware of any way to do that from [[Special:NewPages]]. This would have many significant uses, for example new BLPs.

Now that I think about it, you may do as with recent changes: the equivalent of [[Special:RecentChangesLinked]], i.e. a [[Special:NewPagesLinked]] that gives new pages linked from a specified page (or members of a category). This could have some uses besides categories.
