Keywords: -Shell --- Removing keywords, since this bug doesn't document anything that needs to be done by a shell user.
A shell user will need to edit the BZ e-mail templates.
Those blank lines are separating various optional blocks in the mail. If we remove the blank lines, those blocks will look odd when they are present. Larger changes would be necessary to fix this issue and would cause extra efforts when upgrading bugzilla.
