The item counter line (לעצטע | ערשטע) קוקט אויף (100 נײַערע | 100 עלטערע) (20 | 50 | 100 | 250 | 500) which corresponds to (latest | earliest) View (newer 50 | older 50) (20 | 50 | 100 | 250 | 500) Is omitted from the display of Special:NewPages in the Yiddish Wikipedia under the following circumstances: 1 I am logged in as פוילישער 2 The search is restricted to user:פוילישער This seems to have started about a week or two ago.
Works for me (see URL), it only means that there are not enough entries in the recent changes table (only last 30 days are stored).
Wrong URL It doesn't work for http://yi.wikipedia.org/wiki/Special:NewPages when I am logged in (although it does work when I am not logged in)

I agree that it is most likely what Nemo said. The paging links will not be shown if there is only 1 page of results. Most likely what happens is that you set in special:preferences a non-standard default amount to display (from what you say, probably 100) but there is only ~75 results for that user, so when you view logged in, (with the 100 results per page) there's no paging, but logged out with 50 results per page there is more than one page, so the paging links appear.
Thanks Bawolff for elaborating. The URL is not wrong, I chose a low limit to make sure there are multiple pages because if there aren't there can't be pagination of course.
Now it makes sense. Perhaps the preference message should be changed to make clear that it refers to all generated pages, not just Recent changes.

It applies to everything which uses the recent changes table: "recent changes" appear in many forms, not only Special:RecentChanges. If you have a better wording to propose for that preference, please submit it in a new bug and mark it as blocker of bug 38638. Thanks.
