Welcome to Beta page with opt-out survey

When a user opt into beta by providing existing user name, "Welcome to Beta" page has opt-out survey as the body of the page.  

Steps to produce:

1) From default interface as an anonymous user, click "Try Beta"
2) Click "Let's do it!"
3) You are prompted to a log-in page, enter credentials
4) Login successful
5) Click link of "Return to".  In this case Special:UsabilityInitiativeOptIn
6) You get "Welcome to Beta" page with opt-out survey

Is it correct that this only happens when you log in as a user who's already enabled Beta?
