Change settings on foundationwiki to allow all users to edit MediaWiki namespace.  Due to the low activity on foundationwiki, and since all accounts must be granted, there is very little potential for abuse.

If the documentation is correct, the NS_MEDIAWIKI restriction is implicit (unconfigurable).

Not sure about namespace restrictions, but it's probably easier to just give the "user" user group the "editinterface" right, no?

Of course, that would be a way to do it, just disappointed that NS_MEDIAWIKI gets restricted in setup.php. And why is isNamespaceProtected() named so badly?

This change allowed all users to edit and register accounts. Needs to be fixed or reverted as soon as possible. Re-opening bug.
