Invoking the "add media wizard" from the above URL should produce a form that is localized into german (if I understand it correctly). E.g. the "Cancel" button should be named "Abbrechen".

I tried the same on a local test wiki, but I can find no way to produce a German version of the dialogue, even thought the localisation is definitely there, and both the general site language and the language of the user is set to "German".

Is this not implemented yet or what must be configured for localisation to work?

Yea user configured multi-language support had not gone the last mile yet. It has been fixed in r58512 
I will push out the update to prototype shortly.
