It's possible to select and display pages based on an intersection of categories similar to DPL, using:

{{#ask: [[Category:Cat1]] [[Category:Cat2]]}}

However, there is no way (in the documentation at least) to exclude categories from this search. From the documentation, the not comparator ! explicitly does not work with categories. It would be quite helpful to be able to use ! with categories.

A NOT "operator"(not "comparator") would be very handy here.

Actually, this operator would be even usefull for properties,
since properties have the exact same problem.

You cannot select all pages that do NOT have a specific property.

Removing the link since this is a feature request. I guess this would be quite nice to have!
