#pt-login has a dual nature, it shows nav-login-createaccount (Login/Create account) if you can create an account and login (Login) otherwise.

Its tooltip should also have dual nature, albeit of a different kind.
It is always tooltip-pt-login* (You are encouraged to log in; however, it is not mandatory), which is not suitable for wikis with $wgGroupPermissions['*']['edit'] = false;. In such case it should switch to a different message.

Note: There's also tooltip-pt-anonlogin used for the login link in the place of tooltip-pt-login when showing the personal header for an IP ($wgShowIPinHeader = true).
