The tabbed form in Special:Preferences doesn't work correctly in Mozilla or Safari when $wgMimeType is set 
to application/xhtml+xml for strict XHTML mode.

The form is usable, but the tabs don't function and everything's spread out. It's not quite the same as just not 
being in tabbed mode.
