__NOINDEX__ shouldn't be added to the category page because that causes a loop at the cattree (itself is shown a subcat) and having an indexed site containing noindexed sites isn't a great idea.
To solve the problem the category must be noindex by default, so that there is not need to add __NOINDEX__ , or prevent itself being added to the category.

Categories including themselves is a perfectly acceptable situation (bug15088).  As such, there is no reason why the tracking category can't be noindexed using __NOINDED__.  WONTFIX.
