In http://wikireality.ru, very useful site about Russian Wikipedians, completely absent pages in the namespace Help. How are they?

Help Pages are included by default installs, they have to manually import them if they are wanted.

I read in Wikireality about clowns (http://wikireality.ru/wiki/Арбитражный_комитет). At the site there is information that the arbitrators really evil clowns. Is true?

Also, data from the «Wikipedia» namespace can be imported are licensed under the GFDL or CC-BY-SA 3.0 Unported?

The whole site is licensed under "Creative Commons Attribution-Sharealike 3.0 Unported License".
