Note: possibly related to bug 24894 however the blocks @ eswikibooks were not performed with the checkuser block extension but prior to bug 19444 - perhaps it might help.
Is this still relevant? The defaults have been changed now (a year or two ago?), so that you have to select the checkbox (if enabled) to block the user talk rather than to unblock it.
