At this time, private filters can be viewed by edit filter managers (formerly Abuse filter editors)

What's the request? That the private filters by viewable by everyone? That would defeat the purpose of having them private....

This would appear to defeat the purpose of private filters (which is that they are *not* exposed to the general public, so an attacker can't immediately see how we're protected against them and thus how to get around it).
