No longer blocks bug 20768 as it was taken out of trunk.

Bug 24415 is a tracking bug. You cannot dupe to it. Re-opening this bug.

The resource loader is pretty much done so the 'rewrite part' is done as far as I know.

Resolving this bug as fixed.
