Root URL would be something short of course. 
Function would be limited to Wikipedia projects only.
Preferably non-random shortcuts:
a. Random tag name would be turned off
b. Users would be required to make one up

Looks like a duplicate of bug 42085.
(Not clear because it's not clear what that bug is about and in particular if it's about fixing the ShortUrl extension already in use on some wikis.)
