Take a look to the "San Francisco" article in the Wikipedia in Italian: http://it.wikipedia.org/w/index.php?title=San_Francisco&action=edit In the template list, you can see that this article needs the template "Template:Città/USA". The parameter "stato=USA" in the "Template:Città" is responsible for this inclusion. But if you change "USA" by "4242", the article will not show the "Template:Città/4242" in red... so it will not possible to detect that this specific template is missing. We will have in place a red link "Template:4242" which is totally wrong. I think the correct result in the template list should be: * without a red link "Template:4242" * with a red link "Template:Città/4242"
The behavior is correct. Passing |stato=4242 does indeed try to transclude [[Template:4242]] (look at the red link in the infobox), because [[Template:Città]] uses an {{#ifexist: to determine that [[Template:Città/4242]] does not exist and does something different as a result.
