[[m:Special:NoticeTemplate]] dies from this URL: http://meta.wikimedia.org/wiki/Special:NoticeTemplate/view?template=strategic_plan2 (which is linked from the strategy wiki letter of appeal). Maybe it can't handle non-existent notices?

This looks to be working for me now.  I get a normal NoticeTemplate page, except the notice preview says: "<centralnotice-template-strategic_plan2>".
