gangleri noted that if there's no MediaWiki:Sitenotice in your selected
interface language, and there is a default notice and various other
translations, you won't see one on yi: .  Is this a general problem?  I haven't
tested it further, but this would make SiteNotice pretty useless on a site like
Meta or the Commons where users have many different interface-languages selected.

Ex:
http://yi.wikipedia.org/w/index.php?title=Special:Allpages&from=MediaWiki:Sitenotice&namespace=8
has a default and some translated sitenotices, but if you select some other
interface language, you don't get a notice at all.
