The motto "wikipedia, the free encyclopedia" is an element of the logo image, not a software config setting. If you want to change the logo image, you have to upload an image called Wiki.png and open a bugzilla ticket asking for a logo change.

As Jeluf stated, I cannot change the text in the logo.  If you want that changed, it needs consensus and needs to replace Wiki.png on the local site, then a bug request and we can change it.  (If it doesnt update automatically when uploaded.)

I have, per the request, changed the sitename to ویکیپیدیا
