Currently CentralNotice gives you the ability to run a notice in either one language or all of them (the same with project).  This isn't the best for some items like the Fundraising Survey that's coming up.  Would it be possible to select a few languages or projects for the notice to run? (ie. just en/es or just Wikipedia and Wikiquote)

I've added multi-language support to r68580. Please test and let me know if it looks good.

Multi-project support is checked in now as well. Should be deployed shortly.
