Titles containing consecutive single quotes are impossible to link to in the current implementation of the parser. As such, they should be disallowed (or the parser tweaked).

Test case: [[testwiki:User:MER-C/Sandbox]], linking to [[testwiki:''test]].

We almost disabled this a couple years ago, however Neapolitan uses the '' sequence legitimately within text, and it appears in article titles. :(

See bug 8097, bug 8932... and probably a couple related entries I can't find atm.
