Please add a similar note to Special:Block if the account ist yet globally locked or make it impossible to block/submit (to avoid doubled work), like it is done for blocked users with "$1 is already blocked. Do you want to change the settings?".

Surely the local project has the right to block locked accounts... what if the account is unlocked but the project wants the user blocked? Adding a note is the correct thing to do here.

Who ever will fix this bug: The new hook 'getOtherBlockLogLink' should be useful (introduced in r58192 and used for GlobalBlocking and TorBlock).

Gerrit change #30929 - unfortunately I don't know how to add a link to the log because there doesn't appear to be any easy way to work out which wiki the user was locked from. It does say the user is locked on the block form if the target user is attached on this wiki and locked, however.
