I think it would be useful to have edit filters for individual pages. This saves the servers from having to check (article_text == "Blah"), which is what makes current filters designed for single pages unfeasible (as they waste too much run time). Benefits would include: being able to block users for a three-revert rule violation on only one page, protecting a page against vandalism but not good-faith edits, keeping certain people off certain pages, etc.

Note that of the three use cases, only the penultimate is something we actually want the abuse filter used for.
