Localization strings in the WMF wikis have not been updated for
some 8 weeks now. Some users complain. In the kshwiki, we have
an annoying typo in a headline instead of a parameter value.
Please update the localization strings as soon as possible,
and generally a bit more often.

I think you can update your local MediaWiki message in this case. But in general, yes, we need a faster translation update.

Pending on LocalisationUpdate fixup and deployment currently planned for next week.

Can probably update messages from trunk in the meantime though... will test and confirm it works cleanly.

With Extension:LocalisationUpdate, is there maybe a way to allow local
admins to trigger message imports themselves?

Currently, translators can see the effects of some message changes at
translatewiki.net at once. This is usually fine. For a minority of
Extensions/messages you cannot, since the respective extensions are not
available in translatewiki.net - in these instances testing messages and
proofreading tends to be time consuming because you have to note the
messages in question, wait for their deployment in he wikis, and then,
when amended, possibly repeat this.

The downside of this course of actions are some messages with errors,
or little fit, remaining visible on public wikis for quite some time.
The good side: it's rare. ;-)

I think this bug has become obsolete with the final deployment of Extension:LocalisationUpdate -
thus closing it.
