I have no idea. Maybe use the name of the image? 'Usability Navigation' and 'Usability Toolbar'.

Given that the images are there due to content in a translation, I can really only fix a couple of languages. Perhaps adding a message and transcluding it as the alt attribute would help make the translation easy for me to setup and easy for the translators to notice... Does this sound sane?
