I'm creating this bug for a tracking purpose.  As discussed yesterday, let's remove the level 1 header from the drop-down menu of advanced (expanded) toolbar.  There were several comments from the editor community that the use of header level 1 is highly discouraged in Wikipedia articles and allowing Level 1 header can cause problems and clean-up works.  In the long-term, it will be nice to make this kind option configurable so that Mediawiki users outside Wikimedia projects can freely add Level 1 header to the drop-down menu to cater their needs.  But for now, we can either remove it or comment it out.
