At present Special:Preferences says something like:

"Your e-mail address was confirmed on 17:56, 1 October 2008."

It should say:

"Your e-mail address was confirmed at 17:56 on 1 October 2008."

This was already changed this way in r40799 (September 2008), and should appear as such in current releases.

Okay - but I'm currently seeing it on enwp. This is with the Vector skin, if that makes any difference. Cheers.

The message was customized locally in October 2007 with the old formatting. I've removed the customization, it should be fine now.
