I'd like to have introduced the option of assigning a flood flag to users in Special:UserRights on the Czech Wikipedia. Is it possible?

Can you provide a reference for "flood flag"? Are you referring to the bot flag or something else?

I'm referring to [[Special:UserRights]], where admins on some projects (e.g. simple.wikipedia) can put the user in the "flood flag" or "flooder" group when he/she is heavily editing to prevent making a mess in the recent changes.
