Please test the vector skin under a text browser like w3m or Firefox's
View>Page Style>No Style.

You'll see at least this:
&lt;actions&gt;
&lt;namespaces&gt;

I.e., those strings don't appear in languages/messages/MessagesEn.php.
Please grep on all the rest of the messages to make sure they are in
at least MessagesEn.php. My visual check was not systematic.

(Never mind the "&lt;" "&gt;": bug 14531, unrelated to the vector skin.)
