Special:GlobalGroupPermissions is not accessible to normal users, and should be styled accordingly. Special:AbuseFilter & Special:CentralNotice are both accessible to normal users, but cannot be modified. In effect, they are restricted, although the information presented is viewable. Styling them as restricted might be more informative and accurate.
Special:GlobalGroupPermissions falls in the latter case as well, normal users can view but not edit.
All these pages belong to extensions, changing product accordingly.
(In reply to comment #0) > Special:GlobalGroupPermissions is not accessible to normal users Part of CentralAuth. > Special:AbuseFilter & Special:CentralNotice are both accessible to normal > users, but cannot be modified. In effect, they are restricted Part of AbuseFilter and part of CentralNotice. *If* all these issues are still valid, this should be split into three separate bug reports against the aforementioned components, otherwise their developers cannot become aware of them.
Special:GlobalGroupPermissions is open to be viewed without editing now. I think restricted status should be for view-restricted only, but if you really think it's necessary then please create bugs in the relevant components.
