This happens on really small screens, and there are different ways of handling it but essentially you are out of horizontal screen real-estate and the tabs dropped down. I'm still working on this, but please not we are working on 800x600 and higher compatibility - at which point I want the screen to just stop scaling (working on it)

Although this bug has been resolved technically - the behavior is still not perfect. Now the tabs simply overlap one another (one is floating the other is absolutely positioned). It is intended that the browser will stop scaling the page down horizontally at the point where the tabs intersect - but no stable solution to this has come up as of yet. Limiting the screen size to a minimum width of 800px may be a solution worth going with, but if the user increases text sizes in their browser or if the language in the labels of the tabs is abnormally long as seen in Polish and German the problem will come up again. Another idea of moving the view tabs (right side tabs) into the actions menu when there's not enough room to display them without overlap has been suggested, but this still only solves the problem for users with JavaScript support, and would still exclude IE 5.5 - which I suspect the majority of small screen users are using.
