OpenID preferences were converted to be used only in new preferences system and disappeared from versions < 1.15

Changing summary, new preferences system is 1.16+

My bad, I meant to say <= 1.15, but <1.16 is definitely better.

This functionally stopping 0.9 from release until 1.16 becomes standard.

Switched severity to major.

IAlex, do you mind looking into backporting this - you made the change and it would probably be fastest if you made a dual-version support. I tried to wrap my brain around this a few times and never had time in one sit-down to do that.
