Null edits should not trigger abuse filters. No change is made to the page and the action is not logged; the effect is essentially the same as purging the page. So there is no reason to run filters on it.

I also noticed that both null edits and stopped (by filter) edits can be counted towards rate limits on other filters. That was a month or two ago.

blocked edits should still contribute to the throttle count.  Null edits, I agree, should not.
