A page that builds a template call based on the expansion of other templates is displayed w/o expansion of the final template call.

The linked to site contains a simple example. The real world use for this is a much larger topic. But the final template call should be expanded.

i should add that the expand template extension displays the page correctly and does complete the final template expansion.

i am going to bump it back to at least major, if it didnt work anywhere i would accept it as expected, but given it works in the expand template extension i am going to say imo its a defect.

I have added another link to a page with an example of just some markup being added to prevent category assignment when a page is transcluded. again, expand templates extension displays the page correctly.

This behaviour was chosen with great care during design of the new preprocessor and is the expected and documented behaviour. See:
