Users expressed wish that they want ability to make a book on Wikipedia as they can on Wikibooks & Wikisource. Their wish, my command :-)
Usually to enable an extension on a project, there has to be a vote with the users for that project showing support for the change. However, this is a fairly easy and small change that should not affect any other aspect of the project, so I will go ahead and preemptively enable it. In the future though, a link to a passing vote and/or discussion is usually recommended. If there are any questions or concerns, please let me know!

Reclosing as FIXED, request was to enable on the wiki. Bugs with Collection itself should be filed under "Mediawiki Extensions" -> "Collection"
