It would be helpful if SecurePoll had a way to tell the user what the suffrage requirements are (or direct them to a page where they can find out) in addition to displaying the generic "predetermined list" message when a voter is not qualified.

Incidentally, I also think "predetermined list" sounds a bit like a clique, it might be better to have the global message say: "Your account does not meet the qualifications to participate in this poll", or something similar.
