Once a user has voted, if they return to the Ballot page again, they should receive a notice that their ballot has already been recorded.  This would hopefully cut down on people casting duplicate votes and give them extra confidence in the system.

Duplicate ballots act like a vote change (since only the most recent ballot cast counts), and the message should reflect that.

Sorry, hasn't it always shown securepoll-change-allowed on the ballot when the user has voted before? What more do you want here?

Do you mean when they click the back button? Because that won't reload the page, in Firefox.

Hmmmm, now I'm not sure.  The message appears to work for me now on my local copy of securepoll, but I don't recall there being any message when one returned to vote page (from a WMF start page) during the licensing vote.

Maybe that's my mistake for not noticing.  Not sure.

I will mark this WORKSFORME for now. We can retest it later, but I'm pretty sure I tested this already during the SPI test license vote.
