fr.wikipedia.org's community wants subpages feature to be activated on name space 15 (category_talk).

The change consists in adding "15 => 1" in the frwiki array of wgNamespacesWithSubpages in the file "InitialiseSettings.php"

I have enabled the subpages for ns15 as requested.  If there are any questions or concerns, please do not hesitate to let me know via this ticket.

Also, while I already knew how to enable the namespace, having folks enter bug requests that spell out EXACTLY what you guys want is FANTASTIC.  Thanks for providing that level of detail, it is noticed and appreciated =]
