It's frustrating to 'vote' for a bug only to find you've already voted.

Shouldn't it be done in Bugzilla itself? May be it is fixed in newer versions of Bugzilla and WMF should just migrate to newer version?

I checked around their bug tracker, but couldn't find anything relevant...not sure if it's even been reported upstream.

well, it appears it wasn't fixed upstream, as we are now running on the latest and greatest and the issue is still present...
