It is possible to create a URL with the syntax [http://en.wikipedia.org/wiki/{{subst:PAGENAME}}] and get the correct link to the appropriate place. 
However if this link is put within <ref> tags, that 'template' call is not parsed at all. It is however not the case that URLs, template calls and ref tags inherently dislikes each other as it still is possible to drop the subst: and get the intended behavior. That is, <ref>[http://en.wikipedia.org/wiki/{{PAGENAME}}]</ref> works as intended.
