This tool is really cool :-)

Just a minor question: Is the "user block" consequence turned off by default?
It's not really necessary; I am just wondering why it's working on enwiki ([[Special:AbuseFilter]]; "Block autopromote") and mentioned on mediawiki.org, but I cannot find the option on alswiki.

"Block autopromote" is not the same as "block". Yes, "block" is not enabled on ANY Wikimedia wikis, because the communities do not want it.
