We want to have a global group that we can use to exempt known & trusted users from global blocks, however at present this can only be done by exempting them from *all* IP blocks. We'd to have separate rights to bypass global blocks (only). Local wikis should be able to decide whether to exempt people from local IP blocks or not as applicable and appropriate rather than such decisions being made for them by others. This would probably relate to bug 18337 :)
