Enable IP (range) block exemptions on all Wikimedia wikis.
There is no reason why every single wiki would have to request this.

Reasons for this:
1. The proposed tightening of TorBlock will make this necessary!

2. E.g. my bot is running on a VPS, but the whole IP range of Server4You is blocked on jawiki e.g., but jawiki doesn't have IP block exemption it seems, so no way to run my bot there.

It would be even cooler to have a "*global* IP block exemption" SUL feature ;-)

In answer to your last point, there is a global IP block exemption. You can request it at http://meta.wikimedia.org/wiki/Steward_requests/Global#Request_for_global_IP_block_exempt.

Well, that section was yesterday created by Spacebirdy herself ( http://meta.wikimedia.org/w/index.php?title=Steward_requests%2FGlobal&diff=1448743&oldid=1448708 ) in order to be prepared for handling future requests.
