In message MediaWiki:regexblock-view-time, 
the Extension:regexBlock is using a has a combined date/time in $1.

Internationalization needs date and time separated so as to correctly
insert them into sentences, or fragments therof, of languages having
to have grammatical stuff between date, and time, or between time,
and date, respectively.
