AbuseFilter can do checks on log entries (right?), yet those are not listed on Special:AbuseFilter/examine.
Unable to reproduce, except that new account creation log entries weren't being included (move log entries were).
http://meta.wikimedia.org/w/index.php?title=Special:Log&user=Tejas81 lists an upload log entry, but it is not listed on the corresponding /examine page (linked in URL field). Or, check mine - I've made plenty of global blocks today, yet they are not listed: http://meta.wikimedia.org/wiki/Special:AbuseFilter/examine?wpSearchUser=Mike.lifeguard&wpSearchPeriodStart=&wpSearchPeriodEnd=&submit=1&title=Special%3AAbuseFilter%2Fexamine

It would make no sense to allow users to examine those log entries.
I can understand why global block logs wouldn't be included, however surely uploads are worth filtering?!

However, the scope of the bug can certainly be changed.
