Ensure wgIPBlockExpiration can be removed from cluster config files (reported in IRC to be outdated) and if so, do it.

Created a backup of the file called InitialiseSettings.php.20090324.  Rolled changes to file, removing the above mentioned depreciated commands (after confirmation of depreciation in the mediawiki manual).

Site appears to be functioning normally after change, if any issues result, it can be reverted easily with the backup file.
